Makes me suspect there is either more to the bug, or this fix breaks other things. You no longer need this fix, now that 1.3.4 patch is out. Again, not related to the 'brawl bug', but to maintaining a clean and stable load order in general. Also, you didn't answer my question about what you normally do with the plugins not recognized by BOSS. This is probably the most likely cause of why the 'brawl bug fix' patch is not working for your modded set up.
This issue has been addressed by version 1.4 of the Official Skyrim Patch; note that the fix only works if you have not yet triggered the graveyard sequence when attacking Windhelm. The remaining portion of this bug has been fixed by version 1.2.4 of the Unofficial Skyrim Patch. The Skyrim Special Edition version of the unofficial patch just got a big update, so consider this your PSA to go download it. The full list of changes include a lot of small fixes and changes.

Bethesda announced today that, as promised, it's going to fix the audio issues facing some versions of The Elder Scrolls V: Skyrim's remastered version. The patch is out now in beta for PC on Steam and will come to PlayStation 4 and Xbox One later, Bethesda said in a form post.
Following last week's launch of Skyrim's remastered version, called the Special Edition, players quickly discovered that the game's audio sounded downgraded due to a compression issue. Bethesda quickly responded to say it was going to fix the issue with a patch. The patch notes for today's update explain that 'some sound files' have been updated so that they are not compressed.
This patch also includes 'general performance and optimization improvements.' Additionally, it clears out a 'rare' problem where NPCs wouldn't show up in the right spots. You can see the full list of fixes and instructions for how to access the Steam beta below.

- Log into Steam.
- Right click on Skyrim Special Edition in your library.
- Select settings.
- Select betas.
- A drop down menu will appear. Select beta.
- Select OK.
- Wait a few minutes for game to update.
- When done, Skyrim Special Edition [Beta] should appear in your library.

The Unofficial Skyrim Special Edition Patch (USSEP) is a major mod started by Quarn and Kivan, and currently coordinated by Arthmoor, that fixes numerous bugs left over even after the latest official patch is applied to Skyrim. These fixes range in importance from dialogue typos to quest-breaking bugs to reducing save file bloat, and cover both the vanilla game and the official Dawnguard, Hearthfire, and Dragonborn add-ons.
The USSEP is incompatible with the Legendary Edition of the game; the older Unofficial Skyrim Legendary Edition Patch (USLEEP) mod should be used for that edition. Likewise the USLEEP mod is incompatible with the Special Edition of the game. See where to download for links.
The Unofficial Patch was originally packaged in a series of discrete mods specific to the aforementioned game components and designed to work in concert. After the release of the Legendary Edition of the game which included all three add-ons, these separate mods were discontinued in favor of the unified USLEEP mod which required all three of the aforementioned add-ons and was first formally released on November 7, 2015. Unification made upkeep significantly easier and enabled several fixes to be implemented that could not be done with discrete patches. An Unofficial High Resolution Patch exists, which fixes bugs for the official High Resolution add-on. and is designed to work alongside USLEEP.
With the release of the Skyrim Special Edition, the patches diverged into the USLEEP and the USSEP, with the first release under the USSEP acronym on October 28, 2016. The USSEP incorporated the Unofficial High Resolution Patch making that patch defunct for the Special Edition, just as the official mod is defunct with the Special Edition of the game.
The major fixes are being gradually added to UESP. Should you want to help point out such a fix, please use the {{Bug}} template to do so. Specifically, you should use {{Bug|Details of bug.|USKP|version}}. Optionally, you can also add a fourth parameter to give more information on any notable details about the fix. Note that this patch is unofficial. The official (Bethesda-released) patches are documented at Patch and Special Edition Patch; the official patches include some fixes that for technical reasons (e.g., altering the game's executable) cannot be incorporated into the unofficial patches. Therefore, installing the official patches is still required. Also, the unofficial patch is only available to PC players and Xbox One players on the Special Edition of Skyrim; Xbox 360 and PS3 players cannot install any third-party content, while there is no PS4 version due to incompatibility with Sony's conditions for allowing mods (and there are no longer any plans by the USSEP team to address this).
